Yes, you still need one of the bundles, as those contain the actual terrain replacements (and terrain paints, if you want those too) - delete the road replacements, road overlay and sidewalk floor tiles included in whichever bundle you choose (keeping only the terrain replacements and terrain paints), and download/install the Maxis-match road replacement instead.

The quickest way to find out if you have Radiance installed or not is to take a look in your C:\Program Files\EA GAMES\The Sims 2\TSData\Res\Lights folder (assuming your game is installed in the default place on your hard drive, and that this is your C drive). If you haven't got it installed, there will just be a handful of files there. However, if it is installed you will see a whole load of files, most of which begin 'RLS- '.
